Confidentiality:

At the Daly City Youth Health Center, confidentiality is a priority. Without your prior consent, we will not share any details of your visit including but not limited to:

• Pregnancy
• Birth Control
• STI’s
• Substance Use

Confidentiality on the above topics is mandated by California state law. However, there are limits to confidentiality in order to protect our patients. Your practitioner must contact someone in the event of:

• physical abuse or assault
• sexual abuse or assault
• you are in danger of hurting yourself or others
• you are 16 years old and having sex with someone age 21 years or older
• you are 13 years or younger, having sex with someone age 14 years or older

If you are under age 18 coming to DCYHC for general medical care or counseling, you will need your parent’s consent. However, you will not need your parent’s permission to come in for the following services:

• Pregnancy testing
• Birth control
• Infectious disease testing and treatment (including sexually transmitted infections and HIV)
• Counseling for: substance abuse, sexual and/or physical assault and abuse, harm to self or others

Insurance FAQ:

1. Can I visit the Health Center if I don’t have medical insurance?
Yes!  The Health Center’s services fall in two main categories: 

When you come in for your appointment and you will be signed up for confidential government medical insurance (like Family PACT or Medi-Cal Minor Consent). You will be asked to meet with a Medi-Cal Worker. She will help determine which government insurance program is right for you. Most likely it will be Minor Consent Medi-Cal or Family PACT, in which case our staff can help you enroll in the plan at the time of your appointment.

B. GENERAL HEALTH CARE includes check-ups, vaccines, sick visits, injuries, sports physicals, pre-employment physicals, labs, and disease management.  Please call our clinic and speak with staff to see if you can be seen for these issues, or if you are not sure whether your issues fall in CONFIDENTIAL SERVICES or GENERAL HEALTH CARE.  If you are uninsured, we encourage you to sign up for Medical, ACE, or Covered California prior to making your appointment with us.

As of April 1, 2014, patients who do not have insurance at the time of their non-reproductive health care visit will have charges sent to our billing department.  In some instances, if they apply for and receive coverage after the visit, the charges will then be covered retroactively by their new insurance plan.  If not, then they will receive a bill from San Mateo Medical Center for services rendered at Daly City Youth Health Center.

2. How old do I have to be to come to Daly City Youth Center?
We will see any teenager or young adult starting at age 12, up to age 24 (until you turn 25). 

3. What if I do have medical insurance?
CONFIDENTIAL SERVICES are available to everyone, regardless of insurance status.
If you have a private insurance program (like BlueCross, Kaiser, Aetna, and many others), you can visit DCYHC for confidential services. If you have Kaiser, they also have confidential reproductive health care for teens, though you may use the DCYHC for confidential services as well.
If you have private insurance, we will not be able to provide GENERAL HEALTH CARE services for you-- you’ll have to use your regular doctor covered by your private insurance.
If you have a government medical insurance program like MediCal, Healthy Kids, Healthy Families, Health Plan San Mateo, ACE, or MCE, we can see you for all of your GENERAL HEALTH CARE.  Speak with our staff for more details. 

As of April 1, 2014, we will begin to collect co-pays for non-reproductive health care visits as required by certain insurance programs.  If you are unsure if your insurance requires a co-pay, please check with your insurance plan or our front desk prior to your visit.  Co-pays can be collected in cash or credit card at the time of the visit or billed afterward.

4.  How do I sign up for health coverage?
San Mateo County has free and low cost programs for children and adults, including Medi-Cal, Healthy Families, Healthy Kids, and the Access and Care for Everyone (ACE) Program.
Eligibility is based on household income and family size, regardless of immigration status.
